Stephan has nearly 30 years of experience advising clients in the U.S., Canada, U.K. and European Union on both technology and privacy-related matters. Stephan’s broad and diverse background enables him to advise the firm's clients on all aspects of general business, technology, and privacy law, with a particular focus on operational and compliance issues facing U.S.-based technology companies with international operations. Stephan's clients at Outside GC include AirMap, Veracross, Madison Logic, Roadster, Cursus Technologies, Purple Carrot, Numecent, iCAD, and PeriGen.
On the privacy side, Stephan supports his clients in complying with EU, Canadian and U.S. privacy laws, including the EU General Data Protection Regulation (GDPR), the California Consumer Protection Act (CCPA), the Canadian Personal Information Protection and Electronic Documents Act (PIPEDA), and the myriad of U.S. state laws and regulations, national EU privacy legislations, and Canadian provincial laws. Stephan’s dual qualification as a European and U.S. lawyer allows him to draft privacy documentation that merge EU and U.S. concepts, thereby enabling his clients to use one set of policies to comply with both EU and U.S. legal requirements.
Prior to joining Outside GC, Stephan served in a number of senior legal positions for several blue chip technology corporations (e.g., Intel and Symantec) in France, the UK and the U.S, including as Chief Legal Counsel, EMEA for Altiris (now Symantec). In these roles, Stephan handled a wide range of legal matters, including drafting and negotiating various software licensing and other technology-focused agreements under U.S., European and Canadian law; overseeing all IP-related issues; and managing all transactional and day-to-day legal functions. Stephan began his legal career in private practice with Shearman & Sterling (Paris office) as an associate in the M&A group.
Stephan received his JD and a LL.M from the Université of Paris 1 Panthéon-Sorbonne School of Law. He is also a graduate of the New York University School of Law (LL.M) and of the Ecole Supérieure de Commerce de Paris (ESCP) (MBA). He is a member of the New York Bar, the Law Society of England and Wales, and the French Bar. He is also a licensed Canadian lawyer.
He recently served as a co-chair to the Privacy, Cybersecurity, and Virtual Rights Committee of the American Bar Association's Section of International Law. He also served as a co-chair to the Committee on Legal Education and Admission to the Bar of the New York State Bar Association. Stephan is also a member of the International Association of Privacy Professionals and a frequent published author on various international privacy matters, including numerous articles written for the firm’s blog.
Stephan loves everything international, navigating foreign cultures and juggling foreign legal concepts. He enjoys traveling to foreign countries, and is a real film buff. He is also a tennis fan and has a passion for Indian cooking, which he studied for 3 years in university in the UK!
