With more than twenty-five years of experience in senior in-house counsel roles and private legal practice, Cyndi brings extensive experience across diverse fields including pharmaceutical, biotechnology, medical device, health care and academia.

Cyndi has held senior legal and compliance positions at publicly traded and private equity-backed life sciences and health care companies, non-profit academic medical centers, and science and technology organizations. These include Baylor College of Medicine, Alere (now part of Abbott Labs), Hanger (largest orthotics and prosthetics provider in the U.S.), WellCare (now part of Centene) and QuVa Pharma, an outsourcing compounding pharmacy. Cyndi’s international experience includes work in the EU, the Middle East and China.

Cyndi brings a strategic partner focus and collaborative approach to her clients. Her areas of focus include:

  • Corporate governance – in both for-profit and non-profit entities
  • Corporate compliance program development and management, both in the U.S. and internationally
  • Commercial transactions, joint ventures, and mergers and acquisitions
  • Technology licensing, clinical trial, and SaaS agreements
  • FDA regulatory compliance – including advertising and promotion; Sunshine Act and state reporting; relationships with providers; and cGMP
  • Health care law and compliance – including big data and artificial intelligence, digital innovation, fraud and abuse counseling, reimbursement matters, payor-provider relations, data privacy and security program development
  • Employment law and executive compensation
  • Litigation management
  • Enterprise risk management

She has overseen the defense of several federal and state investigations for both health care, life sciences and medical device companies, as well as managing the obligations of a publicly traded health insurance company that was subject to a U.S. Department of Justice Corporate Integrity Agreement.

She began her legal career in the Houston office of Fulbright & Jaworski (now Norton Rose Fulbright) working on transactional, regulatory, employment, intellectual property and litigation matters for health care and life sciences, pharma, and medical device clients.

One of her more unique experiences was spending two years in Saudi Arabia serving as the Deputy General Counsel of the King Abdullah University of Science and Technology assisting in the formation and start-up of the first graduate-level, co-ed engineering and science university and working with a board of global leaders from both industry and academia.

Cyndi currently is on the faculty of the Santa Clara University School of Law and one of the founding faculty of its Masters of Legal Studies in Corporate Compliance program. Previously, she taught a course, Biotechnology and the Law, at her alma mater, the University of Houston Law Center.

She also is a member of the board of directors of Medical Metrics, Inc. and Medical Metrics Diagnostics, Inc., which provide image analysis to support clinical trials for pharma, biotech and medical device companies and which are developing artificial intelligence tools and algorithms for clinical decision support of certain musculoskeletal system disorders.

Cyndi graduated with honors from the University of Houston Law Center, while working full-time and attending the evening program and where she was a research editor of the Houston Journal of International Law. She has a BS in Biology from Allegheny College and began her career in infectious disease research at Baylor College of Medicine.

She is certified in Health Care Compliance (CHC) and is a Certified Information Privacy Professional (CIPP/US). Cyndi is a certified as an arbitrator by the American Health Lawyers Association.

Cyndi is an active member of the Go Red for Women Circle Initiative of the American Heart Association. She enjoys snow skiing, ice hockey, and beating her husband and son in golf. She is a passionate, life-long learner and recently completed a certificate course in data analytics offered by MIT’s Executive Education program.
