Holly Little is a Partner at Outside GC and a seasoned corporate, healthcare, and life sciences attorney with over three decades of legal experience, including more than 20 years advising healthcare organizations and professionals. Drawing on her in-house background, she serves as an extension of her clients’ leadership teams, translating complicated rules into clear, workable solutions aligned with each client’s business objectives and risk tolerance.
She has developed a substantial practice advising clinical research companies, clinical trial sponsors, med spas, IV hydration businesses, management services organizations (MSOs), physician groups and practices, nurses, nurse practitioners, physician assistants, and other advanced practice providers. She counsels clients through formation, launch, expansion, and day-to-day operations, with particular focus on complex federal and multi-state healthcare requirements.
Her work includes:
- Structuring professional entities and MSO relationships
- Drafting and negotiating a range of commercial contracts, including management services agreements, medical director and collaborating provider agreements, business associate agreements
- Advising on the corporate practice of medicine, fee-splitting, scope of practice, clinical oversight, reimbursement, fraud and abuse, and HIPAA and privacy
- Developing patient consents, policies and procedures, standard operating procedures, and clinical protocols
- Counseling on AI use in clinical research, including contract terms and compliance
Holly’s perspective is grounded in nearly 15 years of service as General Counsel and Chief Operating Officer for Houston Heart & Vascular Associates, a physician practice and clinical research organization that conducted clinical trials and related services for major pharmaceutical sponsors, including Amgen, Novartis, Novo Nordisk, GSK, and Sanofi. She negotiated and drafted clinical trial agreements, informed consent forms, contract research organization agreements, master services agreements, and other clinical development documents. She also advised on FDA requirements, healthcare fraud and abuse, pharmacovigilance, privacy and data protection, ICH guidelines, and Good Clinical Practice standards.
Earlier in her career, Holly worked as a securities attorney in the Investment Management Division of the U.S. Securities and Exchange Commission in Washington, D.C., and in private practice at Morrison & Foerster, where she worked on mergers and acquisitions involving Fortune 500 companies. She later served as in-house counsel for BET Holdings/Viacom, gaining significant experience in the entertainment industry.
Holly earned a B.A. in Economics, with honors, from the University of Massachusetts Amherst; a J.D. from Northeastern University School of Law; and an LL.M. in Corporate and Securities Law from Georgetown University Law Center. In 2026, Holly was admitted to practice before the Supreme Court of the United States.
Deeply committed to service, Holly has held board and leadership roles with the Houston Chapter of the Lupus Foundation, the American Film Institute, and a human trafficking ministry, where she served as Head of Advocacy. She currently serves as a Teaching Leader for Bible Study Fellowship, an international ministry devoted to in-depth Bible study. Holly is also a published author whose writing reflects themes of faith, remembrance, resilience, and hope. She enjoys traveling and spending time with her family.
